Will family doctor services, physicians, and pediatricians be payable in 2019 for patients without a declaration?

Family doctors, physicians and pediatricians in public health care institutions are free for all patients.

Municipal medical institutions will receive a fee for patients who have not signed the declaration, until June 2019 inclusive, but even after that, such patients will be provided with emergency medical care free of charge.

A family doctor can suggest a patient to make a declaration with him. If he already has a sufficient number of patients - it is advised to conclude a declaration with another physician.

What to do if the doctor has already taken a recommended number of patients and no longer takes new ones?

In 2019, doctors will be able to make declarations with a large number of patients. The relevant draft resolution of the Cabinet has already passed a public discussion and is preparing for consideration. Primary doctors will be able to recruit an additional half of the established limit. That is, the family doctor will be able to recruit additional 900 patients, the therapist - 1000 patients, and the pediatrician - 450.

But the decision to make declarations above the norm is a personal choice of a doctor.

What if there is a lack of doctors in the city?

Appropriate numbers of primary care providers should be provided by local authorities. For this purpose, a family doctor may be announced in his city or settlement. Also, the local authorities should provide him with comfortable working and living conditions, and the National Health Service - adequate funding to establish decent wages.

How to choose your family doctor, therapist or pediatrician?

You can choose a doctor yourself. This requires:

STEP 1: Sign up for a doctor of your choice (by phone, online or at the reception desk).

STEP 2: Bring your passport, identification code and mobile phone. If you need to sign a declaration for a child under 14 years of age, then the child's birth certificate.

STEP 3: The doctor (registrar or nurse) will enter data into the electronic system. The mobile will receive SMS with the code. This code must be reported to the employee of the institution.

STEP 4: The electronic data system prints the data declaration. If the data is correct, then two copies are signed. One remains in the patient and the other in the institution.

STEP 5: The staff member of the medical institution confirms the declaration by electronic signature and sends it to the electronic system.

Is there a rating or a list of all doctors in Ukraine with whom you can make a declaration?

Choosing a doctor is an individual and subjective process. Therefore, for each patient, the list or rating of doctors can be based on different criteria. At the same time, the MOH welcomes the initiative to create ratings and directories of doctors from professional medical associations, public and patient organizations or local authorities.

Will the service package in 2019 change for patients who signed the declaration?

The guaranteed package of services in 2019 will not change. All patients can count on a physician's consultation, to monitor the general health status, and to take preventive measures.

Can I go to an ENT or other narrow-profile specialist without referral to a family doctor?

Now to get to the ENT, a surgeon or other narrow-profile specialist without referral from the family doctor, therapist or pediatrician it is impossible.

From the second half of 2019, the National Health Service will pay for medical services in clinics. Then, without referral to a family doctor, medical services in these institutions will be paid for patients. Non-referrals will be paid by the NSAU only in a well-defined list of cases.

When will the changes be implemented in the clinics?

Starting from July 2019, the program "Free Diagnostics" will begin, in which public and private polyclinics and clinics in hospitals will be able to take part. The program will include more than 50 medical services - analyzes, instrumental studies (x-ray, ultrasound and others) and services of narrow-profile specialists. These health services will be 100% paid by the National Health Service. The services can be received free of charge only by sending a family doctor, a therapist, a pediatrician.

The patient can choose the health care institution in which he will receive the medical services of the Free Diagnosis program. The main condition - this medical institution must take part in the program. From July 2019 on the door of such polyclinic will appear stickers "Free diagnosis."

When will the National Health Service begin to pay for medical services at all levels of health care?

Together with the adoption of the State Budget for 2020, a program of medical guarantees will be approved, which will determine the specific list of free services and medicines for everyone. Thus, when the patient applies to the hospital for referral for treatment or scheduled surgical intervention included in this list, he will receive help free of charge.
