IMG 1882Within the framework of the global initiative, representatives of the Embassy of the People's Republic of China, the leadership of the National Security and Defense Council of Ukraine, leading scientists, diplomats and experts from both countries discussed the current state and prospects for the further development of Ukrainian-Chinese relations, analyzed problem issues and developed proposals for strengthening the partnership between Ukraine and the PRC.

In particular, the adviser on trade and economic issues of the Chinese Embassy in Ukraine Liu Jun said that China plans to expand investment and increase its presence in Ukraine.

"China is the second largest partner of Ukraine, but for China, Ukraine still does not have this status. But I believe in the growth of Ukraine's position, because Ukraine has a large number of goods and technologies that China needs. "

Liu Jun also stated that by the end of 2017, China had invested only $ 2.3 billion, much less than the declared investment plan. Nevertheless, the diplomat drew attention to the large opportunities available for investment.

Ruslan Volodymyrovych Lenivsky, the president of the group of companies "Ty i pravo", confirmed that the number of investment projects in recent years has increased significantly.

"Over the past 2 years, the organization of such forums with the participation of respectable guests, scholars, enables business to develop not only in economic but also in legal aspects. For me, the most important today is the development of the necessary basis for a favorable investment climate, where each side will feel stable and confident in the future".

In the opinion of the Chairman of the Diplomatic Council of Ukraine and co-founder of the law firm "Ty i prqvo" by Viktoria Lisnycha, the basic tenet in relations between Ukraine and China should be the principle "not by word but by deed".

"Between our countries there is not just a dialogue, but real action. Let's remind the meeting of Deputy Prime Minister of the State Council of the People's Republic of China Ma Kai and Prime Minister of Ukraine Volodymyr Groisman with regard to an agreement on investment in Ukraine of $ 7 billion. Also, Viktoriya Mikhailovna said that recently a memorandum with the largest energy company of China was signed with the participation of the company "Ty and Pravo", which is evidence of the dynamics of interstate partnerships.

Deputy secretary of the National Security and Defense Council of Ukraine Litvinenko Alexander Vladimirovich also noted the positive development of the bilateral political relations of the last year.

"During this year a number of important events took place, such as the meeting between President Poroshenko and the head of the PRC, Mr. Si Tzipin in Davos, participation in the second quarter of 2017 of a Ukrainian delegation headed by Vice Prime Minister Stepan Kubiv in the format of the" One Belt, One way ", visit by Vice Prime Minister of the State Council of the People's Republic of China, Mr. Ma Kai, and the meeting of the Foreign MinisterKlimkin in New York."

The People's Deputy of Ukraine, Alexander Sugonyako, pointed out the importance of Ukrainian-Chinese cooperation, first of all, through the opportunity to take a positive experience of success.

"This is a study of experience in public construction, the experience of economic transformation and reform, the fight against corruption and working on the principles of social justice. It is Ukraine's ability to reach a new level in global development ".

At the same time, director of the Institute for Strategic Studies "New Ukraine" A.V.Yemolayev pointed to the beginning of the new era - the era of Asia.

"China has demonstrated a unique dynamic of economic growth, rapid implementation of technologies, non-aggressive methods and ways of economic restructuring of the world, unlike Western companies."

Moreover, according to Ermolaev, China has shown an example of an alternative social leadership organization that can change the stereotype of the future of globalization.

Alina Natalushko, a junior partner of the law firm "Ty i pravo", presented a thorough legal analysis of the investment climate in Ukraine, noting significant changes in legislation over the past few years.

In addition, Ms. Natalushko told about some of the current investment projects of the People's Republic of China in Ukraine.

"Private companies, both of China and Ukraine, continue to actively interact. The China Road and Bridge Corporation (China Road and Bridge Corporation) is improving existing and developing new logistics capabilities in Ukraine. Sany Heavy Industry, together with the Ministry of Energy and Coal Industry of Ukraine, are engaged in issues of modernization of the coal industry. The Sea Ports Administration of Ukraine has signed a contract with China Harbor Engineering Company Ltd. to conduct a deepening in the seaport "Yuzhny" in the city of Yuzhne, Odesa region. China Railway International Group and China Pacific Construction Group signed an agreement on cooperation with Ukraine on the construction of the fourth line of the Kiev Metro. Also, we can observe the potential interest of the Chinese stock exchange BOCE in the "Ukrainian Exchange" and the sale of the same company of the Ukrainian Bank for Reconstruction and Development. That is, there are many projects for cooperation. "

Several reports were also devoted to the need to enhance interaction in the scientific, cultural and educational spheres, in particular by associate professor of the Institute of World Economy and Policy at the Academy of Social Sciences of China Li Yang, academician of the National Academy of Sciences of Ukraine VM Heyets, head of the department of the Chinese Academy of Social Sciences Liu Xiangzhun, PhD O. Bordilovska and others.

The forum was held under the support of the Embassy of the People's Republic of China in Ukraine and the National Security and Defense Council of Ukraine.

Viktoriya Lisnycha, the chairman of the International Diplomatic Council in Ukraine, and co-founder of the law firm "Ty I Pravo", defending the position of entrepreneurs for many years, emphasized that the state had first of all to guarantee the security of investments and create the image of a reliable partner. The conference was about various issues related to the study of history of Chinese civilization and modern development models in the world. At the conference, leading scientists from Ukraine, the People's Republic of China and other countries presented reports related to the international political, social and economic development of China, various aspects of Chinese culture, linguistics and literary criticism.

Particular interest and lively discussion were raised by questions of culture harmony of modern society, global leadership and foreign economic expansion of China, the development of bilateral Ukrainian-Chinese cooperation in the fields of infrastructure, transport, security within China's global initiative "One belt one way" and the development of investment, trade and economic relations.

The celebration was headed by the Ambassador Extraordinary and Plenipotentiary of China to Ukraine Du Wei, The Deputy Prime Minister Stepan Cubiv, the Second President of Ukraine Leonid Kuchma, the Deputy Prime Minister Hennady Zubko.

The first welcoming speech came from the Ninth Chinese Ambassador to Ukraine Mr. Du Wei. In particular, he noted that Ukraine and China are strategic partners with a long history.


Du Wei, Ambassador Extraordinary and Plenipotentiary of China to Ukraine:

"A healthy and stable development of bilateral relations is based on the prudence and correct management of the leaders of the two countries. Perhaps you already know that this morning the Chairman of China Mr. Xi Jinping and the President of Ukraine Mr. Poroshenko held a formal meeting in Davos. This is an another important meeting between leaders of the two countries after a friendly conversation at the nuclear security Summit in Washington last year".




According to him, cooperation between the two countries has great potential. In particular, China for five years kept the status of the second trading partner of Ukraine. The volume of bilateral trade between China and Ukraine in 2015 amounted to over 7.1 billion US dollars (which is 30 times more than at the beginning of relations). Between independent Ukraine and China  transactions worth 2,400 million dollars of exchange were signed. More than $ 7 billion of a loan was granted to Ukraine. In 2016, more than 25,000 Chinese tourists visited Ukraine. 48 provinces and cities of our two countries established friendly relations. 50 universities have signed cooperation agreements. Currently, around 12,000 foreign Chinese people and students are working and studying in Ukraine.


Stepan Cubiv, the Deputy Prime Minister of Ukraine, Minister of Economic Development and Trade:

"Today the dates matched: Ukraine celebrates the Old New Year, and China - the feast of the New Year. It is not by accident. I am grateful to fate and wisdom of the Chinese and Ukrainian peoples who were able to build relationship - including in culture and traditions. Governments, the Presidents of the two countries created the conditions for cooperation, which today guarantee a great perspective for its development. I am also grateful to Mr. Ambassador, who managed for a short time to reformat relations between Ukrainian and Chinese business".


Hennady Zubko, The Deputy Prime Minister of Ukraine, the Minister of Regional Development, Construction and Housing Ukraine:

"Ukraine is open to new technologies, for those industries that are ready to promote Ukrainian products with Chinese investors in Europe. This year there have been made a lot, there was opened a new transport route to China, and several Middle East countriesis already want to join this way and it is very important to us. "



According to Gennady Zubko, this year it managed to stop the decline of trade volume. For 9 months trade volume rate was 4.8 billion, which showed 1.5 percent growth, comparing with a fall in 2014, 2015.

This allows the implementation of joint structural interventions - for energy, road construction, agriculture and others.
