"Books of complaints" are canceled in Ukraine

On March 6, the government adopted a decree abolishing the books of reviews and offers on production, trade and catering. So soon such books of complaints may disappear from the consumer's corner.

It should be noted that the tradition and duty to conduct these books were initiated in Soviet times to protect consumers' rights. In them, consumers could record the facts of violating their rights, leave recommendations and feedback.

However, the Ministry of Economic Development initiated the abolition of these books. As noted, such a form of consumer protection is no longer effective and can not resolve existing violations.

Moreover, the initiators of the changes drew attention to the fact that in citizens' complaints books citizens should indicate their personal data (address, phone number, etc.) and this personal information is open not only to the owners of the institutions but also to other visitors, including fraudsters or unscrupulous representatives business

At the same time, it is indicated that there are other more effective mechanisms for protecting consumer rights. In particular, consumers are offered to communicate with the relevant institutions and organizations by e-mail, leave feedback on the sites of the institutions themselves or on other specialized sites. Or directly contact the State Committee for Industrial Supervision, the SPS or the court.

It should be noted that the Ministry of Economic Development and Trade issued an appropriate draft government resolution for public discussion in September 2018. It was explained there that the requirement to conduct a book of reviews creates pressure on business. Entrepreneurs are forced to spend a lot of money on organizing the fulfillment of the requirements: establishing a responsible bookkeeper, providing quarterly checking the book, reviewing appeals, storing letters, preparing reports, etc.

The government expects that the changes will allow businesses to save up to UAH 125 million a year.
