In particular, from January 1, 2020, a new edition of Article 166-10 of the Code of Administrative Offenses of Ukraine “Violation of the requirements of the legislation on the permit system in the field of economic activity” will be in force.

In particular, for such misconduct as:

• failure to notify or late notification by the permit authority of the economic entity or the administrator about the refusal to issue the permit document;
• violation of the deadline for issuing, re-issuance, cancellation, refusal to issue a permit document, registration of the declaration of compliance of the material and technical base of the economic entity with the requirements of the legislation;
• failure to submit or late entry by the permit authority within the established terms in the Unified State Register of legal entities, natural persons - entrepreneurs and public formations of the adopted decisions, submitted to the permit body of the application and declarations of compliance of the material and technical base of the entity with the requirements of legislation and other information on documents of the legislation and other information on documents the nature and declaration of compliance of the material and technical base of the entity with the requirements of the legislation necessary to maintain the said register;
• unreasonable refusal of the administrator of an entity to accept an application for obtaining a permit document and the documents attached thereto;
• issuance of a permit document by the permitting authority without obtaining the approvals, conclusions and other documents necessary for the issuance of the permit document;
• refusal of the permitting authority of the entity to issue, re-issue, revoke the permit document on grounds not provided for by law;
• refusal of an entity's permitting authority to issue a permit document when it re-examines the entity's documents for reasons not previously stated in the applicant's written notice (except for failure by the applicant or the full elimination of the reasons for the prior refusal);
• issuance by the licensing authority of a document of a permitting nature, the necessity of which is not prescribed by law;
• cancellation of a permit document by a permit body on grounds not provided by law,

the imposition of a fine on officials from 50 (850 UAH) to 100 NMDG (1700 UAH) is prescribed.

If a person has been subject to administrative penalties for the same violations during the year, he or she will pay from 100 (1700 UAH) up to 150 NMDG (2550 UAH).
